American Recovery and Reinvestment Act of 2009 Updates

The American Recovery and Reinvestment Act of 2009 (ARRA), signed into law by President Obama on February 17, 2009, provides the Commonwealth with significant stimulus funding to save and create jobs and lay the foundation for long-term economic growth. The Commonwealth expects to receive approximately $8.7 billion in total federal stimulus funds, plus additional funds through tax benefits and competitive grant programs. Federal estimates project that these resources will save or create more than 79,000 jobs in the state over the next two years, provide tax cuts to working families, and help to protect essential state services. Investments are critical components of the Governor’s Massachusetts Recovery Plan, which combines state, federal and, where possible, private efforts to provide immediate and long-term relief and position the Commonwealth for economic recovery.

ARRA includes funding for the early education and care and out of school time field. These new resources, although one-time in nature, present an opportunity to make progress in expanding access to child care assistance and increasing program affordability, while continuing our work to improve program quality across the Commonwealth. EEC will receive approximately $23.9 million for child care assistance for low-income families through the Child Care Development Block Grant (CCDBG), and $10.2 million through IDEA Part B for preschool special education. Additionally, while funding does not flow through EEC, Massachusetts is also expecting approximately $10.1 million in combined Head Start and Early Head Start funding.

How EEC ARRA Funds Will Be Spent

In developing recommendations for use of this funding, we all are mindful of an important set of known constraints, of ARRA funding and are lead by a set of Guiding Principles developed by the EEC Board.

Feedback from Field on How to Spend ARRA Funds
EEC received approximately 52 unduplicated ideas appropriate for the ARRA CCDBG Quality funds (approximately $3.9 million). EEC also received approximately 25 unduplicated ideas appropriate for the ARRA general CCDBG Access funds (approximately $20 million), used to support access to child care financial assistance to support families to find and retain work.
