EEC Commissioner Search Process

The Search Committee remains on course to identify its new Commissioner by January 2009. The Search Committee understands the challenges associated with pursuing this aggressive timeline and has worked with Isaacson, Miller to develop a thorough and efficient plan, which aims to identify candidates of the highest caliber for this position. The Search Committee has convened several executive sessions to finalize the position profile, to review the pool of candidates and to identify semi-finalists for the position. The following efforts have been completed and/or scheduled:

  • Launch Meeting – On June 10, 2008, Isaacson, Miller held an initial meeting with the Search Committee to review the search process logistics, to preliminarily discuss the development of the Commissioner Position Profile and to plan for future meetings.
  • Meetings with Stakeholders - Over the summer, Isaacson, Miller conducted a series of “conversations” with key EEC stakeholders, including EEC staff, providers and consumers. The comments provided during these conversations helped the Search Committee to develop the position profile for the new Commissioner which included qualifications, experience and attributes for the ideal candidate. The Search Committee requested and encouraged public input and attendance at these events, which were held at the following locations:

    • Boston - Wednesday, June, 18, 2008
    • Boston - Thursday, June 26, 2008
    • Boston - Friday, June 27, 2008
    • Worcester - Monday, June 30, 2008
    • Lawrence - Tuesday, July 1, 2008

The Search Committee will continue to accept comments and suggestions throughout the search process.

  • Position Profile Finalized – Isaacson, Miller drafted and finalized a position profile statement for the new Commissioner in mid-July, 2008 utilizing input gathered from EEC stakeholders. This document was reviewed and approved following two executive sessions of the Search Committee on July 9, 2008 and July 14, 2008. Following final approval, Isaacson, Miller then advertised the Commissioner position and solicited suggestions of sources and candidates.
  • Initial Review of Candidates – Throughout late July and August, 2008, Isaacson, Miller actively recruited prospective applicants for the new Commissioner position. This search was conducted nationwide with Isaacson, Miller screening and selecting a pool of preliminary candidates. The list of preliminary candidates was then presented to the Search Committee for its review at the committee meeting of September 9, 2008. The Search Committee members reviewed the list and identified those candidates in whom they were interested.
  • Presentation of Pool – Following the Search Committee’s identification of potential candidates, Isaacson, Miller screened individuals and presented its findings to the Search Committee on October 17, 2008. At the October 17th meeting of the Search Committee, semi-finalist candidates were selected for initial interviews.
  • Search Committee Interviews – On October 30 and 31, 2008, the Search Committee conducted individual 75-minute interviews with nine semi-finalists. After the initial interviews were concluded, the Search Committee deliberated and discussed the qualifications of each candidate. The committee members then agreed upon three finalists to be interviewed at a public forum scheduled for November 13, 2008.
  • Public Forum – EEC’s Board of Directors hosted a public forum to introduce the three finalists for the Commissioner’s position. Each finalist attended three interview sessions; one session conducted by EEC’s Board and the remaining two sessions were conducted by two search advisory groups, consisting of EEC stakeholders. The forum was open to the public all attendees had an opportunity to complete a candidate evaluation form.
  • It is anticipated that the Board will recommend a candidate for ultimate approval by the Secretary at its regularly scheduled December Board Meeting.
