white space FY09 Universal Pre-Kindergarten (UPK) Assessment Planning Grant (Competitive RFR) Due to the 9c budget reduction implemented on January 28, 2009, EEC will not be able to award new UPK Assessment Planning grants this fiscal year. We appreciate the interest in this funding and apologize for any inconvenience. EEC plans to use the data gathered through this RFR to analyze the level of need and determine funding priorities in the future.

The UPK Assessment Planning grant provides funds to programs to help them implement a developmentally appropriate assessment system at their site, positioning them for participation in the UPK Classroom Quality program in future years. Responses to the RFR questionnaire must be received by EEC by Wednesday, January 28, 2008 at 4:30 pm.

FY09 Universal Pre-Kindergarten (UPK) Classroom Quality Grant

The UPK Classroom Quality grant provides funds to programs with preschool classrooms/settings that are able to meet UPK quality criteria for activities to maintain and improve the quality of preschool programming. Due to limited resources application for this grant is limited to a specified pool. Responses to the RFR questionnaire must be received by EEC by Tuesday, December 23, 2008 at 4:30 pm.

Mental Health Consultation Expansion Grant Due to the 9c budget reduction implemented on January 28, 2009, EEC will not be able to award new Mental Health Consultation Expansion grants this fiscal year. We appreciate the interest in this funding and apologize for any inconvenience. EEC plans to use the data gathered through this RFR to analyze the level of need and determine funding priorities in the future.

The purpose of this mental health consultation services expansion grant is to:
  • Promote the healthy social and emotional development of all children – particularly those children whose emotional development is compromised by poverty, biological or family risk factors, or other circumstances which may contribute to toxic levels of stress

  • Build the capacity of early education and care program staff to enhance children’s learning through positive, nurturing interactions with children and with their families – and to address the needs of children who exhibit behavioral challenges

  • Reduce the number of children who are suspended or expelled from EEC-funded programs

  • Promote collaboration for better access to services for children and their families

  • Maximize resources by ensuring that certain mental health interventions are funded, when appropriate, through insurance payments
This is a competitive grant process open to current EEC-funded mental health programs, which include Mental Health Consultation Services grantees and Comprehensive Mental Health in Childcare (CMHCC) providers.

Quality Improvement Request for Responses (License Plate Funds) The purpose of the Quality Improvement Grant is to promote school readiness, school success, and positive outcomes for children by supporting and enhancing the quality of services being delivered to children in early education and out of school time settings across the Commonwealth. Community Partnerships for Children Renewal Suite

Responses to the RFR questionnaire must be received by EEC by Wednesday, September 10, 2008 at 4:30 pm.

FY09 Universal Pre-Kindergarten (UPK) Classroom Quality Grant Renewal The UPK classroom quality grant provides funds to programs with preschool classrooms/settings that are able to meet UPK quality criteria for activities to maintain and improve the quality of preschool programming. In order to be eligible for renewal funding, programs must have received a Classroom Quality grant in Fiscal Year 2008 and must continue to fund the UPK classrooms and family child care homes originally designated. Responses to the RFR questionnaire must be received by EEC by Thursday, July 10, 2008 at 4:30 pm.

FY09 Building Careers in Early Education and Care Renewal Grant The Building Careers in Early Education and Care (Building Careers) renewal grant funds college courses and academic advising for early education and care and out-of-school time educators who are seeking a degree in early childhood education or a related field. The program is designed to help non-traditional students succeed academically and professionally by providing career and academic advising, using a cohort model, and scheduling courses at times that are convenient for working adults.

Only Building Careers grantees that were awarded funding in Fiscal Year 2008 are eligible for renewal funding through this application. Responses are due to EEC’s Central Office by 4:30 pm on Monday, August 18, 2008.

Mass Family Network Renewal Grant

The Massachusetts Family Network program (MFN) develops and implements models of parent outreach, education, and support that are effective with families with young children.

MFN provides collaborative, comprehensive, high quality networks of family support services that are free of charge, culturally sensitive, welcoming, and accessible to all families with young children (prenatal through 3 years old). MFN programs cultivate leadership and develop inter-family relationships by building on the strengths of parents (and other adults in the parenting role) and existing resources in the community.

This is a renewal application for FY 2008 grant funds. The 42 lead agencies that received MFN grants in FY 2008 are eligible to apply for grant funds.



Parent Child Home Program (PCHP)

PCHP is a home-based parenting, early literacy, and school readiness program designed to help strengthen verbal interaction and educational play between parents and their young children. PCHP supports and strengthens parents’ skills in enhancing their children’s cognitive development and school readiness. Program sites serve families challenged by poverty, low levels of education, language barriers, homelessness, and other obstacles to academic success.

This is an application for the renewal of FY 2008 grant funds. The 25 lead agencies that received PCHP grants in FY 2008 are eligible to apply for these grant funds.



Joint Family Support Programming

The purpose of the Joint Family Support Programming (JFSP) grant is to support the creation and/or expansion of the Parent Child Home Program in communities with existing Massachusetts Family Networks. The JFSP grant is designed to fund a coordinated approach to family outreach, education, and support in communities with high concentrations of families who are low income, whose first language is not English, who are homeless, and/or are living in isolation.

This is a renewal application for FY 2008 grant funds. The 11 lead agencies that received JFSP grants in FY 2008 are eligible to apply for grant funds.



Mental Health Consultation Renewal Grant

The purpose of the Mental Health Consultation Renewal Grant is to eliminate or reduce the number of suspensions and expulsions of children from EEC funded programs; enhance staff competencies to work with behaviorally challenged children, thereby benefiting all children enrolled in the program; strengthen parenting skills and parent involvement; and promote collaboration for better access to services for children and families.

This is an application for renewal of the FY 2008 grant funding. If you’ve received funds in FY 2008, you are eligible to apply for these grant funds.



FY 2009 Early Childhood Special Education (ECSE) (IDEA/Section 619)

The purpose of these supplemental federal funds (Section 619, Part B of IDEA) is to provide school systems with funding to support 3, 4 and 5 year-old children with disabilities in high-quality programs across settings following the federal and state requirements for inclusive settings.



Head Start Supplemental Grant

The purpose of the grant program is to supplement federal funding of Early Head Start and Head Start programs with state dollars to support program quality and access to comprehensive services for children and families.
