Provider Information Technology Readiness (PITR)

PITR Updates as of 11/26/07:

  • Help Desk Calls: Please provide the following information when calling the EEC Help Desk when requesting assistance with any PITR related problems:
  • Name
  • Address
  • Email address
  • Telephone number

  • System affiliation – Name of System
  • Short problem with computer ( Log-in, Internet, Printer, Monitor, etc.)


  • PITR Computer Maintenance Process: Please review and print the PITR Continued Maintenance Process chart PITRContinuedMaintenanceProcess20070413.xls for a listing of on going services, associated costs, and maintenance responsibilities.

  • Internet connections: EEC continues to receive ongoing Help Desk requests from Providers requesting assistance due to a loss of Internet connectivity to the PITR computer. EEC can not provide technical assistance in this area. Providers are solely responsible for Internet connectivity maintenance and should seek professional assistance through their computer services specialist or refer to the PITR Continued Maintenance Process chart for contact information to CBE Technologies, Inc.

  • PITR Inventory Form: All installations or retrievals of PITR computers should be recorded on the PITR Install and Retrieval Sheet. A receipt copy of the PITR Install and PITR Retrieval Sheet should be given to the PITR grant recipient as the PITR computer system is installed at or retrieved from the Provider’s facility. A copy is to be retained for the System’s file and one copy is to be faxed to the Program Manager at EEC at 1-617-988-2451. Please remember all installations also require a Microsoft End User License Agreement (EULA) Form to be wet-ink signed and mailed to EEC to the attention of the PITR Program Manager.

  • Microsoft End User License Agreement (EULA): All 2006 PITR grant recipients who received the PITR computer during the roll out and all new Programs who will be receiving a PITR computer system through redistribution are required to review, wet-ink sign, and abide by the Microsoft End User License Agreement (EULA). FFC Systems / Parent Entities should print two copies of the EULA PDF and have the Program manager wet-ink sign the EULA and write in the Program number in the upper left corner of the front page of the EULA. FFC Systems / Parent Entities are required mail an original wet-ink signed EULA to EEC. One copy of the EULA should remain with the Program receiving the PITR computer.

  • Request for PITR Image DVD Sets: EEC has copies of the PITR Image DVD Set for distribution to FCC Systems. In order to receive a copy of the PITR Image DVD Set, System administrators should mail a copy of their signed Amendment to PITR Contracts to EEC attention PITR Program Manager. A DVD Image Set will be sent to you once the Amendment is processed. The PITR Image DVD Set will allow Systems to re-image a PITR computer should the image fail for any reason or there is a loss of the system password

  • PITR Child Internet Protection Act Safety Filter Policy: The PITR Child Internet Protection Act Safety Filter Policy applies to the use of the PITR computer while the Provider is using the Internet. All PITR Grant Recipients are required to review and adhere to the Policy.   • Common EEC Email Address
    EEC is supplying all 2006 PITR Grant Recipients a Common EEC Email Address for all Providers who are using an Internet service provider other than Galaxy ISP. EEC will setup an EEC email address for your program and notify you of your EEC email address by email in about five business days. The email address is supplied to you at NO COST! Please go to https://secure.gis.net/eec/emailforwarding.html and complete your enrollment form today.

  • Notification to EEC of Changes to Program Status and Communicating with EEC
    Child care programs using a PITR computer system agree to notify EEC of any major changes to their status Such changes may include, but are not limited to the program:
    • closing
    • moving to another location
    • losing its child care license
    • terminating its System/Provider Agreement, if applicable
    • joining another System, if applicable
    • becoming independent, if applicable
    • no longer caring for subsidized children
    • losing its internet access
    • changing its telephone number
    • changing its email address

  • Any such changes must be submitted via e-mail to EEC’s help desk (eechelpdesk@massmail.state.ma.us). E-mail communications to EEC should always include the program number(s) (or, if applicable the System’s or parent entity’s) PITR ID number, point(s) of contact, and telephone number(s) where the contact person(s) may be reached. Each e-mail sent to EEC will receive an automated response, including a work order number.

    The changes must also be recorded on the PITR Update Report sent to EEC quarterly (see below). Such changes must be reported via e-mail within five (5) business days of the System/parent entity/program first learning of such change.

  • Other Communications with EEC
    As outlined above, Systems/parent entities/programs must communicate to EEC any major changes via e-mail. With respect to other communications, while e-mail is preferred, Systems/parent entities/programs may also contact the EEC Help Desk at (617) 988-2450. The Help Desk may open a Work Order Ticket to respond to your call, where appropriate.

  • Ownership of PITR Computer Systems
    • Parent Entities of Center-based Child Care Programs
    • Parent entities of center-based child care programs own the PITR computer systems.
      • Independent (i.e. not affiliated with any Family Child Care System) Family Child Care Providers
      • Independent family child care providers own the PITR computer systems they received through the PITR grant. In the event an independent family child care provider joins a Family Child Care System (thereby losing its independent status), it will continue to own the PITR computer system it was awarded through the PITR grant as long as it continues to provide subsidized child care, maintain its internet access, and have a license in good standing.

  • System to System Transfer
    The System (System1) agrees that in the event one of its affiliated family child care programs who has received a PITR computer system (which is now located in their home) terminates their System/Provider Agreement and then joins a different System (System 2), System1 will then relinquish its ownership interest in the PITR computer system and transfer any ownership rights and maintenance responsibilities it may have in regard to the ownership of the PITR computer system to System2 provided:
    • the family child care program continues to provide licensed subsidized child care or through no fault of their own does not presently care for any subsidized children however remains available and able to provide licensed subsidized child care (i.e. signed a System/Provider Agreement through which it may provide voucher child care or contracted child care) and agrees to do so through June 30, 2008; and
    • System 2 is a PITR grant recipient; and
    • the family child care program’s affiliation with the first System was not ended due to one or more licensing non-compliance. The System must notify EEC licensing staff of any such alleged non-compliance issues.
    Once such transfer has occurred, System1 will no longer be bound to the PITR grant requirements associated with that computer system.

  • System to Family Child Care Program Transfer
    System 1 agrees that in the event one of its affiliated family child care programs who is using a PITR computer system in his/her home leaves System 1 and becomes an independent family child care program or joins System 2 that is not a PITR grant recipient, System 1 will relinquish its ownership interest in the computer system and transfer any rights and responsibilities it may have to the computer system to the family child care program provided:
    • the family child care program continues to provide licensed subsidized child care or through no fault of their own does not presently care for any subsidized children but continues to be available and able to provide licensed subsidized child care (i.e. has a voucher agreement with a Child Care Resource and Referral Agency) and agrees to do so through June 30, 2008; and
    • the family child care program’s affiliation with System1 was not ended due to the family child care program’s licensing non-compliances. The System must notify EEC licensing staff of any such alleged non-compliances.
    Once such transfer has occurred, System1 will no longer be bound to the PITR grant requirements associated with that computer system. The family child care program will assume all such responsibilities. The family child care program must execute a PITR contract (including PITR Grant Application and Certification Form, Standard Contract Form, Commonwealth Terms and Conditions and an End User Licensing Agreement (EULA) (if one is not already on file)) and return it promptly to EEC via the United States Postal Service.

  • System Retaining Ownership
    In the event an affiliated family child care program that has a PITR computer system loses their child care license, stops providing subsidized child care (except as provided above), is more than ninety (90) days late in paying for its internet connection, or fails to maintain its computer in working order for more than thirty (30) days, the System shall have the right to repossess such computer system. The computer must be repossessed within five (5) business days of the last day licensed subsidized child care was provided by the family child care program. The System must complete a PITR inventory form (to be developed by EEC) indicating all the hardware, etc. that was repossessed from the family child care program. If any components are missing or non-functioning at the time of repossession, the System must ensure that such parts are replaced and/or in working order prior to the redistribution. The System is financially responsible for the replacement and/or repairs for such components. The System must keep the PITR inventory form on file at its offices and available for EEC to review. The System must reflect these changes (drop/store) on the PITR Update Report (see below). The System may reinstall the computer with another one of its affiliated family child care programs (as specified above) or may store the computer in the event there are no eligible family child care programs within the System. Additionally, if the computer remains stored and unused by an eligible family child care program for more than thirty (30) days, EEC shall have the right to repossess the computer from the System. If the computer system is redistributed to one of the System’s affiliated family child care programs, the System should contact Galaxy Internet Services, Inc. to initiate a CIPA filter and a common e-mail address.

  • Ownership After Grant Term The PITR Grant ends on June 30, 2008. At the end of the grant, the PITR computer systems will be owned by the System/parent entity/independent provider that owns them as of June 30, 2008. After the grant ends, Systems/parent entities should continue to allow their affiliated family child care programs/programs to use the computer systems in accordance with the goals of the PITR Grant. Additionally, any child care programs who continue using the computer systems after the grant term, will continue to be bound to the terms outlined in the EULA they signed associated with such computer.

  • Pool of Redistributed Computers
    Systems that have transferred their ownership interests in one or more PITR computer system to either another System or a family child care program, will be eligible to receive a redistributed computer to replace such loss. Replacement will depend on the availability of redistributable computers, the System’s documented need for such computer, the System’s track record in maintaining and using PITR computers, and any other factor EEC deems relevant. Systems who elect to accept a redistributed computer, (this may include obtaining a computer from an independent provider identified by EEC) will be responsible for retrieving, re-imaging, and reinstalling the computer at another one of its affiliated family child care program’s homes (assuming that family child care program provides licensed subsidized care to at least one EEC subsidized child, has no outstanding licensing violations that pose serious risks to the health or safety of any child in care, and does not already have a PITR computer system). The System will be responsible for the costs associated with retrieving, re-imaging, and installing the redistributed computer. The System will also be responsible for ensuring the PITR computer system remains in working order and is protected from damage and/or theft. Systems receiving redistributed computers must document this through the PITR Update Report to reflect the names of their affiliated family child care programs receiving such computers. Systems should contact Galaxy Internet Services, Inc. to initiate a CIPA filter and a common e-mail address.

    Parent entities of multiple child care centers will be eligible to receive a redistributed computer for one or more of their affiliated centers. EEC will consider the availability of redistributable computers, the parent entity’s track record in maintaining and (its programs) using PITR computers, and any other factor EEC deems relevant. Parent entities who accept a redistributed computer will be responsible for retrieving, re-imaging, and reinstalling the computer at another one of its center-based programs (assuming the center provides licensed subsidized child care and has no outstanding licensing violations that pose serious risks to the health or safety of any child in care, and does not already have a PITR computer system.) The parent entity will be responsible for the costs associated with retrieving, re-imaging, and installing the redistributed computer. The parent entity will also be responsible for ensuring the PITR computer system remains in working order and is protected from damage and/or theft. Parent entities must document their receipt of any redistributed computers through the PITR Update Report. Parent entities should contact Galaxy Internet Services, Inc. to initiate a CIPA filter and a common e-mail address.

  • Theft/Loss of PITR Computer Systems
    In the event a PITR computer system is stolen or lost, the System/parent entity/independent provider must promptly notify EEC via the EEC Help Desk (eechelpdesk@massmail.state.ma.us). The System/parent entity/independent provider must ensure that a police report is filed regarding the theft/loss and, if applicable and appropriate, an insurance claim is filed. The System/parent entity/independent provider must provide EEC with a copy of the police report and, if applicable insurance claim. If the computer system is not recovered or is inoperable due to theft/damage, the System/parent entity/independent provider should purchase a replacement computer system that meets EEC’s specifications and provide EEC with a copy of the receipt. A list of the minimum specifications will be made available to the Systems/parent entities/independent providers for their reference. Systems/parent entities/independent providers may utilize a re-imaging DVD (provided by EEC) to image the replacement computer. If a computer system is lost/damaged extensively/stolen, and the System/parent entity/independent provider reports this as a loss on its tax return for any given year, the System/parent entity/independent provider must provide EEC with a copy of the tax return showing that the loss has been taken.

  • PITR Update Report
    Systems/parent entities must complete a PITR Update Report at least quarterly. The Report will show any add/drops to any of the providers using PITR computer systems. PITR Update Reports PITRQuarterlyUpdateReportforFCCSystemPITRGrantRecipients.xls must be submitted via e-mail (and by regular mail if there are attachments, for example, a police report, signed EULA, etc.) to EEC’s Help Desk (eechelpdesk@massmail.state.ma.us ). In the event any redistribution of computers occurred during the quarter being reported, the System/parent entity must attach a copy of the child care license for the provider receiving the redistributed computer and a signed EULA for each provider. EEC reserves the right to make changes to this Report. EEC will notify the PITR Grant Recipients of such changes.

    PITR Update Reports must be submitted by the following dates:

      July 1, 2007

  • PITR Component Replacement Specifications
    Systems/parent entities/independent providers must replace lost or damaged PITR computer system components by purchasing the same components or purchasing like components which meet the minimum component specifications listed below. Systems/parent entities/independent providers agree to notify EEC on the PITR Update Report of any replacement components and the serial numbers associated with such.

    • PITR Image DVD Sets

      EEC will provide to Systems/parent entities/independent providers a single DVD set (Three DVDs and one CD) of the PITR software image. Systems/parent entities/independent providers will use the PITR software to re-image their PITR computers as needed. Systems/parent entities/independent providers must:
      • Not make any duplicate copies of the PITR image software on any medium for any purpose;
      • Safeguard the PITR image DVD set against theft or loss of the software;
      • Install the PITR image software only onto PITR computer systems granted from the EEC 2006 PITR grant or onto replacement PITR computer systems (approved by EEC);
      • Request replacement PITR image DVDs in the event a DVD set becomes inoperable and;
      • Return all PITR image DVD sets back to EEC upon EEC’s request.
      EEC reserves the right to amend these policies and procedures during the grant term. EEC will notify the PITR Grant Recipients of such changes.

    • “Non-Payment of Galaxy ISP, Inc. internet services:
      In the event a provider participating in the 2006 Provider Information Technology Readiness (PITR) grant, who contracted with Galaxy Internet Services, Inc. (Galaxy) as their primary internet provider and the Provider is more than sixty (60) days past the Galaxy invoice due date in paying for Galaxy internet related services, Galaxy shall have the right to disconnect and terminate the provider’s internet access, CIPA filter service, and Common EEC email address services and initiate collection proceedings. Galaxy ISP will notify EEC whenever a Program has been removed from the Galaxy ISP customer list by Galaxy.

      The provider (unless specified otherwise in a System/Provider Agreement) shall be responsible for paying the Galaxy past due invoice amount and any additional amounts associated with reconnecting to the internet and obtaining an appropriate CIPA filter. Additionally Galaxy ISP will invoice $49.00 to all Programs who contract with Galaxy and then cancel their Galaxy contract within one year from the contract start date. EEC shall have the right to repossess computers from independent providers who are more than sixty (60) days in arrears in payments to Galaxy for internet related services. Additionally, EEC reserves the right to invoice the independent provider for any repossession/redistribution costs associated with the redistribution of the PITR computer system.

      Connection to internet services must be made within ten (10) days of Galaxy having disconnected the provider's internet access. The provider is required to notify EEC’s PITR Program Manager (617.988.6646) as to the new internet carrier and the new email address on the date the internet connection is made. If internet access for the PITR computer system is not procured and/or an acceptable CIPA filter is not restored, the FCC System shall have the right to repossess its affiliated provider's computer and redistribute it in accordance with EEC's 2006 PITR grant redistribution policies. “
